Wisconsin Wins (WIWINS) is a science-based, sensible strategy with a strong track record. Designed to tackle illegal sales of tobacco to minors and youth tobacco use, the plan is bold. It offers the opportunity for everyone in the community to join in the fight to save our youth from one of the most readily available and harmful substances out there.

WHY WIWINS Works

WIWINS works because it is science-based. It is the result of considerable study of human behavior.

The studies show that public recognition and reward of good behavior by stores and clerks for doing the right thing and not selling tobacco to minors reduces illegal sales of tobacco to minors faster than enforcement, which is then saved for people who are really intent on breaking the law.

WIWINS works because it is inclusive. Everyone is involved.

The program is not aimed at youth; it includes them and the community, too. Everyone is given a role in sharing the responsibility of protecting the health and safety of our youth.

WIWINS works because it is positive.

The program works to reinforce and recreate positive behaviors as a means of reducing negative behaviors, such as illegal tobacco sales to minors, or youth tobacco use. WIWINS puts a positive spin on tobacco control.

WIWINS works because it is simple.


HOW WIWINS WORKS

Recognition and Reminder Campaign

Trained youth visit stores under adult supervision to perform tobacco compliance checks.

If the clerk refuses the sale, or blocks access to a vending machine, this is a Recognition visit. The supervising adults approach the clerk or store manager to present the Wisconsin Wins Recognition for doing the right thing. The Recognition also involves some tangible reward for the clerk, such as a gift certificate. What gets Recognized and Rewarded, gets Repeated.

If the clerk does sell, or does not block access to vending machines, the youth terminates the purchase attempt. This is a Reminder visit. The supervising adult offers a reminder about state law, and emphasizes the need for more clerk training.

All visits are recorded into a personal data assistant (PALM OS) that synchronizes the whole state database for real-time tracking.

Social Sources Reduction Campaign

Research has previously suggested that a media campaign aimed at the adults and young adults who sell or provide tobacco products to minors, has a positive effect on reducing sales to minors. The campaign emphasizes doing the right thing, rather than penalties.

Wisconsin Wins will use TV, radio, and print ads encouraging everyone to do the right thing by not selling or providing tobacco to minors.
